New Delhi, March 12 (KIP)-Member of Parliament from Baramulla Er Rashid strongly raised several political and humanitarian issues during the discussion on the no confidence motion against the Lok Sabha Speaker. Although he was not given time to speak during the debate, he later submitted his speech in writing so that it could be placed on record in the House.

According to reports, Er Rashid had protested in the Lok Sabha and briefly moved to the well of the House while the Union Home Minister was speaking, demanding the release of mourners and withdrawal of FIRs against those who protested against the assassination of Ayatollah Syed Ali Khamenei. During the exchange, the Home Minister asked him to take his seat, saying, “Baithiye Engineer Sahab.”

In his written submission to the Chair, Er Rashid began by expressing disappointment that he was not allowed to speak during the debate. He stated: “Adab, it is unfortunate that I was denied the opportunity to speak at the no confidence motion by your good self. It is grave injustice.”

Questioning the way parliamentary democracy is functioning, he wrote:“The status of this House cannot be judged by the size of the building or the costly vehicles we use. The personality and credibility of the House are judged by the performance, behaviour and discussions of MPs displayed in the House.”

Referring to international developments, the Baramulla MP condemned the violence and deaths linked to the conflict involving the United States and Israel. He stated:“Being the largest democracy of the world we must condemn US and Israeli aggression in Iran. I strongly condemn the death of Ayatollah Khomeini, the Iranian spiritual leader, and the death of over 150 children in US-Israeli bombing.”

He also demanded release of all mourners who were arrested during recent protests in Jammu and Kashmir, stating: “I seek unconditional release of all those who were detained and arrested in J&K over the recent protests against the US-Israeli attack.”

Er Rashid further criticised what he described as the limited space for independent voices in Parliament. In his written speech he remarked:“Speakers should not be blamed for the noise of the ideas we are discussing in this House because the two main parties, BJP and Congress, totally are not ready to accommodate each other’s viewpoint.”

Commenting on claims made by both sides of the political spectrum, he wrote: “How unfortunate that the PM claims he is not being allowed to speak in the House, and the same claim is made by the Leader of Opposition. These claims expose the deep fault lines in our system.”

The MP also said opposition members often feel marginalised because major decisions are taken without consultation. He stated: “This government takes most important decisions during late night and then brings legislation in a hurry. There is no consultation and transparency.”

Citing the abrogation of Article 370, Er Rashid wrote: “Even Cabinet Ministers were unaware of the decision till hours before the bill was introduced. You put sitting and former lawmakers from J&K in jail and passed the bill on 5th August 2019 only because you had the majority.”

He also proposed an institutional mechanism for dialogue between the government and opposition. In his words: “Let the House pass a resolution and make it mandatory for the PM and the Leader of Opposition to meet once in three months to discuss important issues of national interest.”

Er Rashid further urged that representatives from Jammu and Kashmir be taken into confidence on matters concerning the region. He stated: “You must take the elected representatives of J&K into confidence to resolve the issues of all sorts.”

In his concluding remarks, the Baramulla MP appealed for fair functioning of parliamentary procedures and said: “I appeal to the ruling party to ensure that the Speaker is not put to any pull and pressure so that he can discharge his duties in accordance with the rules.”

He also suggested that the opposition reconsider its move, stating: “Let the opposition withdraw the no confidence motion and the suspension of other members be accordingly addressed.”

Er Rashid ended his submission by requesting the Chair to formally include his views in the parliamentary proceedings, writing: “My speech may please be taken on record.”
