AMEAK Alleges Systemic Discrimination; Slams Administrative Delays in PM Package Promotions

Jammu, April 16 (KIP)-The All Minority Employees Association Kashmir (AMEAK) expresses its grave concern and strongest protest over the continued and evident systemic discrimination being meted out to Minority Hon’ble Prime Minister’s Package employees in matters of promotion and career progression across various departments of the Jammu & Kashmir Administration.

Despite clear-cut directions from the higher administrative authorities, including repeated instructions that the promotions of Hon’ble PM Package employees shall be processed strictly in accordance with Government Order No. 34-JK (DMRRR) of 2022, the ground reality reflects a deeply disturbing and discriminatory administrative approach.

The latest example of this injustice is the issuance of Government Order No. 120 PW(R&B) of 2026 dated 10.04.2026, whereby Assistant Engineers (Civil) of General Batch 2011 have been promoted to the post of Assistant Executive Engineer (AEE), while the senior PM Package AEs belonging to Batch 2010 have been completely ignored. This has resulted in a shocking situation where juniors have been promoted ahead of seniors, which is a blatant violation of service jurisprudence, natural justice, and administrative fairness.

AMEAK strongly asserts that this action amounts to serious institutional injustice and targeted administrative exclusion of Minority PM Package employees.

The matter is not confined to one department alone. The Assistant Compilers appointed under the PM Package in the Funds Organisation of the Finance Department have been kept waiting for nearly two years on the pretext of seeking clarification, despite the fact that Government Order No. 34-JK (DMRRR) of 2022 is explicit in both letter and spirit that the entire eligible batch is entitled to promotion. Similar undue delays and denial of legitimate career progression continue in the Agriculture, Revenue, and Food Supplies Departments.

The situation is even more alarming in the case of MTS, Junior Assistants, and Data Entry Operators (DEOs) serving in the Revenue Department, Finance Department, and Relief Organisation, who have been awaiting promotions for more than five years. Earlier, the delay was attributed to the non-framing of Recruitment Rules; however, even after the finalisation of the same, these employees continue to be deprived of their rightful promotions.

Further, AMEAK would like to highlight the long-pending concerns of IEC Workers and Junior System Engineers, for whom no appropriate career progression mechanism has been put in place till date. Likewise, the MTS and Junior Assistants of the Social Welfare Department have also been awaiting promotion for the last two years without any justifiable administrative reason.

It is now abundantly evident that while higher authorities, including the Worthy Chief Secretary, have issued directions to process promotions of PM Package employees on high priority, the lower administrative machinery is causing deliberate delays and fostering acute discrimination against Minority employees appointed under the PM Package.

AMEAK views this as a matter of serious concern affecting the morale, dignity, and constitutional rights of minority employees who have already faced displacement, exile, and exceptional hardships.

Through this press release, AMEAK earnestly urges the Hon’ble Lieutenant Governor, Hon’ble Chief Minister, Worthy Chief Secretary, and the entire J&K Administration to immediately intervene and ensure:
- Immediate review the cause of anxiety due to Government Order No. 120 PW(R&B) of 2026 to remove the injustice caused to senior PM Package engineers;
- Time-bound disposal of all pending promotion cases of PM Package employees across all departments;
- Creation of clear and transparent career progression mechanisms for IEC Workers and Junior System Engineers;
- Fixing accountability of officers responsible for discriminatory delays.

AMEAK remains committed to protecting the service rights and dignity of minority employees and hopes that the Government will take urgent corrective measures in the interest of justice, fairness, and administrative integrity.
