Panun Kashmir welcomes Delhi Government’s One-Time Amnesty Scheme for KPs

Jammu, June 02 (KIP)-Panun Kashmir has welcomed the decision of the Government of the National Capital Territory of Delhi to extend and implement the One-Time Amnesty Scheme for displaced Kashmiri families receiving relief assistance. The organization described the initiative as a humane and pragmatic response to several longstanding concerns of the displaced Kashmiri Hindu community.
The decision provides significant relief to displaced families by ensuring that those who received relief assistance due to clerical mistakes, technical errors, or discrepancies in official records will not be required to refund the assistance already received. Panun Kashmir noted that this measure removes a major source of anxiety for many migrant families who had been facing uncertainty despite having acted in good faith.
The organization also welcomed the Government's approval of arrangements for payment of pending Ad-Hoc Monthly Relief dues, continuation of family record updation, and the budgetary provision of ₹30 crore for the financial year 2026-27 towards relief and welfare measures for displaced migrant families.
Dr. Agnishekhar, Convenor of Panun Kashmir, stated that the decision reflects a deeper understanding of the unique circumstances under which Kashmiri Hindus continue to live in exile. He observed that relief provided to displaced families originates from the reality of forced displacement and genocide and should not be viewed merely through administrative or economic parameters. Welcoming the One-Time Amnesty Scheme, Dr. Agnishekhar expressed gratitude to all those who contributed to making the decision possible and emphasized that such corrective measures uphold the dignity of a community that has endured decades of displacement.
Dr. Agnishekhar further pointed out that Panun Kashmir has already submitted a memorandum to the Hon'ble Prime Minister of India seeking enhancement of relief for displaced Kashmiri Hindu families both in Delhi and Jammu & Kashmir. He stated that the present relief structure has not kept pace with the rising cost of living and the prolonged nature of displacement and therefore requires urgent revision. He expressed hope that the Government of India would positively consider the demand and evolve a uniform and equitable relief framework for all displaced Kashmiri Hindu families irrespective of their place of registration. He added that while relief measures are important and welcome, they cannot substitute for justice, recognition of the genocide of Kashmiri Hindus, and the realization of a separate homeland in Kashmir.
Shri Bhushan Lal Bhat, Coordinator, Grievance Cell, Panun Kashmir, particularly welcomed the no-recovery provision under the Amnesty Scheme and the continuation of the process for updating family records. He stated that many displaced families had suffered due to clerical and procedural discrepancies beyond their control and that the present decision would bring long-awaited relief to numerous affected households. He also appreciated the approval of pending Ad-Hoc Monthly Relief dues, describing it as a significant corrective measure addressing a longstanding grievance of the displaced community.
Shri Bebooji Zutshi, Coordinator Jammu, Panun Kashmir, welcomed the Government's allocation of ₹30 crore in the 2026-27 budget and described it as a reflection of the Government's commitment towards displaced Kashmiri families. He noted that the Delhi Government has adopted a compassionate and practical approach towards the concerns of migrant families and expressed hope that similar measures would now be introduced by the Government of Jammu & Kashmir. He emphasized that displaced Kashmiri Hindu families should not face disparities in relief and welfare measures based on their place of registration or residence and called for parity in relief administration across all jurisdictions.
Panun Kashmir expressed its gratitude to all public representatives, officials, community leaders, and concerned stakeholders whose sustained efforts contributed to this positive outcome. The organization urged the Government of Jammu & Kashmir to issue similar orders and implement corresponding relief measures for displaced Kashmiri Hindu families residing within the Union Territory.
While welcoming the present decision as a significant administrative correction, Panun Kashmir reiterated that the larger issues arising from the genocide and displacement of Kashmiri Hindus remain unresolved and continue to demand a comprehensive political and national response.
