LG Chairs Comprehensive Review Meeting on Developmental Projects and Governance Initiatives in Kargil

Kargil, June 06 (KIP)- The Hon’ble Lieutenant Governor of the Union Territory of Ladakh, Shri Vinai Kumar Saxena, today chaired a comprehensive virtual review meeting with the District Administration Kargil to review the progress of major developmental projects, infrastructure initiatives, public service delivery mechanisms, and governance reforms being implemented across the district.
At the outset, Deputy Commissioner Kargil, Rakesh Kumar, extended a warm welcome to the Hon’ble Lieutenant Governor and presented a detailed overview of the developmental landscape of the district. The presentation highlighted the status of key infrastructure projects, including roads, public buildings, health and educational institutions, engineering works, and other departmental projects, along with their respective timelines and completion targets.
The Deputy Commissioner apprised the Hon’ble Lieutenant Governor of the progress achieved across various sectors and outlined measures being undertaken to ensure timely completion of ongoing works. Detailed updates were also provided regarding educational infrastructure, healthcare facilities, public utilities, and other priority projects under implementation in the district.
During the meeting, Hon’ble Chairman and Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, raised several concerns and extended thakns to Hon’ble Lieutenant Governor for his continued support and commendable efforts for the development of Kargil district regarding ongoing works and highlighted areas requiring further intervention and improvement. The Hon’ble Lieutenant Governor assured that all issues raised during the meeting will be examined in detail and that necessary action will be taken to address genuine concerns.
The review also covered projects being executed by various agencies including works related to the strategically important Zojila corridor and other key infrastructure initiatives. The status of pending liabilities under various departments was discussed extensively, along with progress under flagship schemes such as Swadesh Darshan, AMRUT, and various tourism-related development projects.
Seeking greater accountability and effective monitoring, the Hon’ble Lieutenant Governor directed the Deputy Commissioner to submit detailed project-wise reports, including physical and financial progress, timelines, challenges, and pending issues. He also sought comprehensive records of project proceedings, minutes, and implementation details to facilitate periodic reviews and timely interventions.
The Deputy Commissioner highlighted upcoming tourism festivals and promotional initiatives planned to attract visitors to Kargil and strengthen the district’s tourism profile. Progress under the Hon’ble Lieutenant Governor’s flagship initiatives, including Project Him Sarovar and the Vibrant Villages Programme, plantation drives were also reviewed.
The meeting further deliberated on employment generation initiatives, implementation of Khidmat-e-Awaam, e-Office reforms, digitisation of legacy records, and the status of digital public service delivery. Statistical progress under Jan Hit Camps and Khidmat-e-Awaam was also presented, reflecting the administration’s efforts towards citizen-centric governance.
The Deputy Commissioner also highlighted several governance reforms and administrative achievements registered by the district. He informed the Hon’ble Lieutenant Governor that Kargil had been awarded the prestigious “Promising Swachh Shehar of Ladakh” under Swachh Survekshan 2024-25 and had also received the SKOCH Award for exemplary implementation of the Jal Jeevan Mission, reflecting significant progress in sanitation, waste management, drinking water supply, and public service delivery.
The meeting also reviewed various initiatives undertaken for decongestion and urban development of Kargil town, including removal of redundant utility poles, development of a new truck terminal, identification of dedicated parking spaces for commercial vehicles and heavy machinery, relocation of roadside vendors, and creation of additional parking facilities to improve traffic management and public convenience.
The Hon’ble Lieutenant Governor reviewed the performance of the education sector, including school examination results, implementation of the Teacher Transfer Policy, digital learning initiatives, smart classroom interventions, and remedial coaching programmes aimed at improving academic outcomes. He also assessed the progress of plantation drives and environmental conservation initiatives being undertaken across the district.
Progress on key initiatives launched under the guidance of the Hon’ble Lieutenant Governor, including water conservation measures under Project Him Sarovar, plantation drives, underground cabling proposals, and other sustainable development interventions, was also reviewed during the meeting.
The Hon’ble Lieutenant Governor also reviewed the status of recruitments being conducted through the Kargil Subordinate Services Recruitment Board (KSSRB) and took stock of employment generation measures being undertaken across various sectors.
Emphasising the importance of employee welfare and career progression, the Hon’ble Lieutenant Governor directed all concerned departments to ensure the timely completion of Departmental Promotion Committees (DPCs) to enhance administrative efficiency and employee motivation.
Underscoring the need for continuous monitoring and timely execution of developmental works, the Hon’ble Lieutenant Governor directed that monthly and, wherever necessary, weekly progress reports of all major projects be submitted for review to ensure adherence to timelines and achievement of intended outcomes.
