Two-Day Training Programme on Managing Contracts and Procurement Using GeM Begins in Leh

Leh,July 01 (KIP)- A two-day training programme on "Managing Contracts and Procurement Using the Government e-Marketplace (GeM)" commenced today at Hotel Diskitsal, Leh.
The programme is being organised by the National Institute of Smart Government (NISG) in collaboration with the Information Technology Department, Union Territory of Ladakh. The training has brought together officers and officials from various government departments to strengthen their capacity in digital public procurement and contract management through the GeM portal.
The inaugural day featured a series of technical sessions covering key aspects of procurement through GeM.
The welcome address was delivered by G. Chamu, Senior General Manager (SGM) and expert resource person from the National Institute of Smart Government (NISG). The technical sessions were conducted by Shri Tushar Aggarwal, an expert resource person from GeM, who provided participants with comprehensive insights into the GeM platform and its procurement processes.
The first session provided an introduction to the Government e-Marketplace (GeM), including an overview of the platform and its architecture, user roles and registration procedures, and various procurement methods such as Direct Purchase, L1 Purchase, Bidding, and Reverse Auction.
The second session focused on Contract Initiation and Bid Management, covering product and service bid creation, along with live demonstrations of Direct Purchase, L1 Purchase, and Forward Auction processes on the GeM portal.
The third session dealt with Order and Contract Management, highlighting order processing, payment procedures, contract compliance, management of contract modifications, dispute resolution, and incident management on the GeM platform.
The fourth session introduced participants to GeM's Learning Management System (LMS) and Help Desk support services, enabling them to access learning resources and technical assistance for the effective use of the portal.
The training programme aims to enhance participants' understanding of public procurement processes, including the preparation of Detailed Project Reports (DPRs), drafting of Requests for Proposals (RFPs), bid management, bid evaluation procedures, contract administration, and procurement governance. It also focuses on promoting transparency, efficiency, accountability, compliance with procurement guidelines, and the effective utilisation of the Government e-Marketplace (GeM) for digital procurement across government departments.
The programme will continue on the second day with additional technical sessions, practical demonstrations, and interactive discussions aimed at further strengthening participants' knowledge and practical skills in managing procurement and contracts through the GeM platform.
