CEC Dr Mohd Jaffer Akhoon Launches Second Phase of Census 2027
Population Enumeration in Kargil

Kargil, August 17 (KIP)-Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr Mohd Jaffer Akhoon today officially launched the second phase of Census 2027 – Population Enumeration (PE) at the Council Secretariat, LAHDC Kargil.
As part of the launch, Dr Akhoon became the first person to undertake Self Enumeration (SE) for the Population Enumeration phase of Census 2027, marking the commencement of the self-enumeration process in Kargil.
The Self Enumeration window will remain open from August 17 to August 31, 2026, through the designated Census portal, (https://se.snowbound.census.gov.in) while the Population Enumeration will be conducted from September 1 to September 30, 2026 by the appointed Enumerators.
During Population Enumeration, Enumerators will visit households door-to-door to collect the required information from each household member. The enumeration will cover a range of demographic and socio-economic particulars, including name, sex, relationship to head of household, date of birth, caste, literacy, education, fertility, migration and other relevant details.
Speaking on the occasion, Dr Mohd Jaffer Akhoon welcomed the commencement of the second phase of Census 2027 and highlighted the importance of the Census as a vital baseline for understanding the demographic, social and economic profile of the country, Union Territory, district and villages.
He said that Census data plays a crucial role in shaping evidence-based policies, planning development programmes and ensuring that socio-economic interventions are aligned with the actual needs of the people. He further described the Census as an important and comprehensive documentation of the region and its population.
Dr Akhoon appreciated the Census trainers, administration, officers, officials and all personnel associated with the Census exercise for their efforts and commitment. He stressed the need for Census officials and Enumerators to undertake the exercise with utmost sincerity and accuracy and directed them to ensure proper door-to-door coverage so that relevant and authentic data of every household is captured.
He also urged the people of Kargil to actively cooperate with the Census authorities and provide accurate information during the enumeration process.
The programme was attended by Hon’ble Executive Councillors Aga Syed Ali, Aga Syed Mujtaba and Altaf Hussain, along with Tehsildar Kargil Ayaz Ahmed Bhat. Sh. Amit Kumar Bhargav, Deputy Chief Principal Census Officer, J&K and Ladakh UT; AD Census Vijay Kumar; Mohd Iqbal, Master Trainer; and District Coordinator Seddique Hussain, along with other concerned officials and staff, also participated in the Self Enumeration programme.
Further, Kacho Mohd Hussain, Chief Planning Officer Kargil, along with Sh. Khadim Hussain, S.O./Additional District Census Officer/DSEO Kargil, and other staff, also participated in the programme.
The Self Enumeration was successfully completed by the Hon’ble Chairman and CEC, LAHDC Kargil, Dr Mohd Jaffer Akhoon, formally marking the commencement of the Self Enumeration process for Census 2027 in the district.
The second phase of Census 2027 is an important exercise for strengthening data-driven planning and ensuring effective delivery of development initiatives across the region.
