Administrative Secretary PWD Reviews Progress of BRO Projects Across Ladakh

Leh, August 18 (KIP)-Administrative Secretary, PWD/R&B, UT Ladakh, Baseer-ul-Haq Choudhary, today chaired a review meeting to assess the progress of road and infrastructure projects being executed by the Border Roads Organisation (BRO) across Ladakh. The meeting focused on project-wise physical and financial progress, land acquisition, wildlife clearances, fund utilisation, pending liabilities and completion timelines.

Chief Engineer, Project Vijayak, presented an overview of the ongoing BRO projects and highlighted key issues related to tendering, wildlife clearances, land acquisition, funding requirements and execution timelines. The Administrative Secretary directed the concerned officers to ensure that all requisite documents, DPRs, land acquisition details and wildlife clearance proposals are processed and submitted promptly to the competent authorities.

The meeting reviewed several road projects, including the Turtuk–Zingpal Road, which was reported to be nearing completion, along with the requirement for additional funds. The status of the Batalik–Turtuk stretch, section and requirements for widening and tunnel-related works across Hambuthang, was also discussed.

The Administrative Secretary sought reconciliation of financial figures, including advances and withdrawals, and directed the concerned officers to ensure that expenditure and liability figures are accurate and duly supported by records. Pending land acquisition matters were directed to be taken up with the concerned district authorities on priority.

The meeting also reviewed the Kargil–Dumgil Road, including land acquisition, expenditure and related field issues. Officers were directed to coordinate with the district administration and complete all necessary formalities under the applicable land acquisition provisions. The status of the Kargil–Dungail Road, including its upgradation under PMGSY, was also reviewed, with directions to expedite the remaining works.

The Administrative Secretary directed the concerned departments to coordinate for timely shifting of utilities and ensure that such issues do not delay implementation of approved projects. He also directed the officers to finalise proposals for reallocation of funds and other financial requirements in coordination with the Planning Department.

The status of projects in Drass was also reviewed, with emphasis on timely submission of utilisation certificates and proper accounting of expenditure. The Administrative Secretary directed the concerned officers to ensure efficient utilisation of sanctioned funds and completion of pending financial documentation without delay.

A separate review was conducted of projects under BRO Project Himank. Chief Engineer, Project Himank, presented package-wise progress, completion timelines, DPR status, contractor deployment and pending liabilities. The Administrative Secretary directed that works under the allocated packages be expedited, with the concerned officers working towards the targeted completion schedule, including completion of identified works by the end of September, wherever feasible.

The status of projects in the Tangtse–Lukung sector and other major requirements was also reviewed. The Administrative Secretary sought clarity on projects yet to be completed and directed that completed works be formally closed from the concerned agency’s side after fulfilment of all requisite formalities.

Emphasising the importance of accurate financial and physical reporting, the Administrative Secretary directed the executing agencies to reconcile all figures before submitting proposals and ensure that expenditure, liabilities and fund requirements are correctly reflected. He stressed that avoidable delays in processing should not affect project implementation and directed the concerned officers to maintain close coordination with the Planning and Finance Departments.

The meeting also discussed proposals relating to bridges, roads, tunnels and helipads, including coordination with Civil Aviation authorities wherever required. The Administrative Secretary directed the concerned agencies to examine the proposals from technical and financial perspectives, reconcile the estimates and submit complete proposals for consideration and approval.

The meeting was attended by Chief Engineer, PWD, Abdul Mutalib; Chief Engineer, Project Himank, Brigadier Rajiv Ahlawat; Chief Engineer, Project Vijayak, Brigadier Rahul; Joint Director, Planning, Tsering Angdus, and senior officers of PWD, BRO and other concerned departments. Chief Engineer, Project Vijayak, and other officers participated in the meeting virtually.
