Srinagar, October 16 (KIP)-Peoples Democratic Front (PDF) president and former Cabinet Minister Hakeem Mohammad Yaseen on Friday strongly condemned the alleged use of abusive language against a senior Jammu and Kashmir Administrative Service (JKAS) officer by an IAS officer during an official meeting, demanding an impartial probe and strict action against those found responsible.
Yaseen said the incident raised serious concerns about the dignity of local civil service officers and highlighted the administrative imbalance that had emerged following the reorganisation of Jammu and Kashmir.
He alleged that the purpose for which Assembly elections were conducted in Jammu and Kashmir remained unfulfilled, claiming that both the Central government and the present elected government had failed to honour their commitments to the people.
“The restoration of an elected government must translate into meaningful governance and respect for the aspirations and dignity of the people. The commitments made to the people of Jammu and Kashmir cannot remain unfulfilled indefinitely,” he said.
Referring to the existing administrative arrangement, Yaseen said the dual system of governance had given greater authority and prominence to IAS and IPS officers over officers belonging to the erstwhile state cadre.
He said Jammu and Kashmir, when it enjoyed statehood, had a distinct administrative framework that ensured greater institutional dignity and recognition for its officers. The present arrangement, he alleged, had created an imbalance that needed urgent attention.
Yaseen said the failure to address these concerns had contributed to a growing sense of alienation and urged the Central government to understand the implications of the existing system.
Condemning the alleged incident, he said no public servant should be subjected to abusive language, personal insults or humiliation while performing official duties.
“Official disagreements cannot justify abusive language or the public humiliation of an officer. Every public servant deserves dignity and respect, irrespective of cadre or position,” he said.
The PDF president urged the authorities to order an immediate, impartial and independent investigation into the incident and take strict disciplinary action against anyone found guilty.
He said such cases should not be treated as routine administrative disputes, warning that failure to ensure accountability could encourage the recurrence of similar incidents within the bureaucracy.
Yaseen reiterated that the commitments made at the time of Assembly elections must be fulfilled without further delay, asserting that accountability, institutional respect and responsive governance were essential to restoring public confidence in Jammu and Kashmir.
